The upshot of the lady's rule was to allow long term tenants to purchase the house they lived in at discounts relative to their length of tenancy. That process has continued to the great benefit of Council, Housing Association and finance providers, but absolutely nothing to anyone not able to get onto the housing market ladder. Since the advent of that woman the gap between the haves of our society and the have-nots has widened considerably.
