The carving is a touch naïve but still carries the message of the power of the Local Authority. Each lion holds a shield bearing a coat of arms from a landowner from the area. The aristocratic classes were more influential in agricultural areas such as this than in the towns with their burgeoning middle classes.

But what's that sticking out from the left hand side of the shield? Could it be an erect symbol of masculinity?
