The 'winding gear' of De Kat explains why the platform on this mill type has been built. Not only will the mill receive more wind, being higher, but the platform will give freer access.

Only the cap of the mill rotates to face the wind, and the spiked wheel is used to turn it. I should imagine it must take a lot of energy to move so much weighty timber.
